Job Title: Registered Manager
Location: Longton, Preston
Reports to: Regional Manager / Responsible Individual
Salary Band: Circa £50,000 per annum
Hours: Full-time, 40 hours per week (flexible working arrangements considered)
Service Type: Ofsted-Registered Children’s Residential Care (3-bed service)

Job Purpose

The Registered Manager will be responsible for the overall management, development, and delivery of a new residential care service for children and young people with learning disabilities, autism, and/or mental health needs. The role includes ensuring the service operates in full compliance with Ofsted regulations and delivers high standards of person-centred, trauma-informed care that promote safety, wellbeing, and positive outcomes.

 

Key Responsibilities

Operational Leadership

  • Oversee the day-to-day operations of the residential home.
  • Ensure that all statutory and regulatory requirements are met, including Ofsted standards and safeguarding legislation.
  • Maintain and monitor internal systems to manage care planning, risk assessments, record-keeping, and quality assurance.
  • Work with senior management to ensure the home meets and exceeds internal KPIs and regulatory expectations.

 

Care Quality and Compliance

  • Lead the implementation of care models that support children with complex needs, ensuring all practices are person-centred and outcomes-focused.
  • Work collaboratively with a Consultant Psychotherapist to embed trauma-informed care principles.
  • Conduct regular audits, reviews, and inspections to maintain quality and compliance.
  • Prepare for and lead Ofsted inspections, including ensuring readiness and follow-up on required actions.

Staff Management

  • Recruit, induct, and manage a team of residential support staff, ensuring appropriate staffing levels at all times.
  • Develop staff performance through regular supervision, appraisals, mentoring, and training.
  • Build a positive team culture with a strong emphasis on accountability, professional development, and reflective practice.
  • Promote the professional development of staff, ensuring mandatory and specialist training needs are met.

Safeguarding and Risk Management

  • Act as the Designated Safeguarding Lead (DSL) for the home.
  • Ensure robust safeguarding procedures are in place, followed, and reviewed regularly.
  • Manage and respond to incidents, complaints, and safeguarding concerns in line with policy and legislation.
  • Conduct and oversee risk assessments for children and the service environment.

Child-Centred Practice

  • Ensure the emotional, social, educational, and health needs of each child are met through effective planning and intervention.
  • Develop and implement individual care plans in collaboration with social workers, families, and other professionals.
  • Promote stability, attachment, and resilience through therapeutic approaches.
  • Support children to develop independent living skills and access community resources.

Budget and Resource Management

  • Manage the home’s allocated budget, ensuring cost-effectiveness without compromising quality of care.
  • Oversee procurement and maintenance of equipment, supplies, and premises.

Partnership and Communication

  • Build and maintain positive working relationships with families, local authorities, schools, CAMHS, and other external agencies.
  • Represent the organisation at professional meetings, case reviews, and panels.
  • Ensure timely and effective communication with all stakeholders, including written reports and updates.

 

Person Specification

Essential:

  • Level 5 Diploma in Leadership for Health & Social Care and Children and Young People's Services (or working towards).
  • Minimum 2 years’ experience as a Registered Manager in a children’s residential setting.
  • In-depth knowledge of Ofsted standards, Children’s Homes Regulations (2015), and safeguarding legislation.
  • Proven experience supporting children with learning disabilities, autism, or mental health challenges.
  • Strong leadership, problem-solving, and communication skills.
  • Ability to manage challenging behaviour and complex needs within a trauma-informed framework.

Desirable:

  • Experience in setting up or opening a new residential care home.
  • Therapeutic or clinical training relevant to children’s services.
  • Knowledge of Positive Behaviour Support (PBS) or similar approaches.

 

Additional Requirements

  • Subject to enhanced DBS check and satisfactory references.
  • Must be able to register with Ofsted as the Registered Manager.
  • Flexible to work occasional evenings, weekends, and participate in on-call duties if required.
  • Full UK driving licence preferred.
